Tinubu declares security emergency, orders 20,000 new police recruits
President Bola Ahmed Tinubu on Wednesday declared a nationwide security emergency, ordering the Nigerian Police and Armed Forces to recruit additional personnel to tackle rising insecurity across the country.
In a statement issued from the Statehouse, the president directed the police to recruit 20,000 new officers, bringing the total planned intake to 50,000.
He also authorised the use of National Youth Service Corps camps as temporary training facilities for the recruits.
The statement read, “Today, in view of the emerging security situation, I have decided to declare a nationwide security emergency and order additional recruitment into the Armed Forces.“By this declaration, the police and the army are authorised to recruit more personnel. The police will recruit an additional 20,000 officers, bringing the total to 50,000.
“Although I had previously approved the nationwide upgrade of police training facilities, the police authorities are, by this statement, authorised to use various National Youth Service Corps camps as training depots.
“The officers being withdrawn from VIP guard duties should undergo crash training to debrief them and deliver more efficient police services when deployed to security-challenged areas of the country.”Tinubu gave the Department of State Services authority to deploy trained forest guards to flush out terrorists and bandits operating in Nigeria’s forests, and ordered the recruitment of more personnel to strengthen these operations.
“My fellow Nigerians, this is a national emergency, and we are responding by deploying more boots on the ground, especially in security-challenged areas. The times require all hands on deck. As Nigerians, we should all get involved in securing our nation,” Tinubu said.
The president commended security agencies for their efforts in rescuing 24 schoolgirls in Kebbi and 38 worshippers in Kwara State, and vowed to sustain efforts to free students still held hostage in Niger State.He also praised the bravery of soldiers who have lost their lives in recent operations, including Brigadier-General Musa Uba.
Tinubu called on the National Assembly to review laws to allow states to establish state police where necessary and urged local authorities and religious institutions to improve security measures.
He further highlighted the government’s Livestock Ministry initiative, urging herders to end open grazing, surrender illegal weapons, and adopt ranching to prevent farmer-herder clashes.
“States should rethink establishing boarding schools in remote areas without adequate security. Mosques and churches should constantly seek police and other security protection when they gather for prayers, especially in vulnerable areas.
“Our administration created the Livestock Ministry to address the persistent clashes between herders and farmers. I call on all herder associations to take advantage of it, end open grazing, and surrender illegal weapons.
“Ranching is now the path forward for sustainable livestock farming and national harmony. The Federal Government, in collaboration with the states, will work with you to solve this problem, once and for all,” he added.
The president urged Nigerians not to succumb to fear, stressing that the government remains committed to safeguarding citizens, ensuring national unity, and supporting security forces in restoring peace.
“Report suspicious activities. Cooperate with security agencies. We are in this fight together, and together we shall win.

SEC, SMEDAN empower 40 million SMEs
The Securities and Exchange Commission and the Small and Medium Enterprises Development Agency of Nigeria have signed a Memorandum of Understanding aimed at improving access to long-term financing for small and medium enterprises through the Nigerian capital market.
The partnership is expected to create alternative funding sources for over 40 million registered micro, small, and medium enterprises in the country, enabling them to expand their operations, create jobs, and contribute meaningfully to the Federal Government’s $1tn economy target.
Speaking at the signing ceremony in Abuja, the Director-General of SEC, Emomotimi Agama, said the collaboration would open up new financing routes for small businesses and integrate them into the nation’s capital market ecosystem.
“Capital is the bedrock of any company. Today, we have about 40 million small and medium enterprises duly registered with SMEDAN. It is important that, as a capital market, we find a route for these enterprises to raise capital for sustainability,” Agama said.
He added that the move would also encourage more SMEs to list on the stock exchange, allowing them to share ownership with Nigerians while promoting wealth creation and economic expansion.
“This partnership aligns with President Bola Tinubu’s agenda on employment, growth, and production. It is a critical step toward achieving the administration’s trillion-dollar economy vision,” he added.
On his part, the Director-General of SMEDAN, Charles Odii, described the initiative as a major breakthrough for small businesses struggling with the high cost and scarcity of capital.
“Capital in this part of the world is very expensive and scarce. Through this collaboration, we are creating another source of financing for our medium-scale businesses. We have set ourselves a target of at least 1,000 SMEs listing on the capital market. This will galvanise growth, create wealth, and reduce unemployment in Nigeria,” Odii said.
The MoU is designed to integrate MSMEs into the formal financial system and help them meet the regulatory and governance standards required to access the market.
Key features of the agreement include improving access to long-term capital by supporting qualified SMEs to raise funds through equity or debt instruments under SEC regulations. It also provides for capacity-building programmes, with both agencies set to conduct training and awareness sessions on financial literacy, governance, and capital market participation.
In addition, the SEC will contribute to SMEDAN’s five-year strategic framework to promote inclusive financing and SME-friendly policies, while SMEDAN will identify and encourage qualified businesses to list on recognised exchanges to access funds and expand their operations.
The partnership will also enable credible SMEs to issue debt securities to qualified investors, providing more financing options beyond traditional bank loans.
Both institutions plan to jointly organise a three-day national SME conference to engage stakeholders, promote market opportunities, and deepen policy discussions.
The agreement further provides for the creation of a Joint Working Group to monitor implementation and ensure data-sharing compliance in line with the Nigeria Data Protection Act, 2023.

MOTION OF COMMENDATION FOR OUTSTANDING COMMUNITY DEVELOPMENT EFFORTS IN ANKPA LOCAL GOVERNMENT AREA
The Rt. Hon. Speaker and my Distinguished Colleagues, I rise today with great honour and a profound sense of duty to move a motion of commendation in honour of 5 illustrious sons of Ankpa Local Government Area, whose remarkable and selfless contributions have continued to strengthen our communities, enhance security, foster development, and uplift the lives of our people and the wellbeing of our communities.
They are:
(i) Hon. Justice Baba Yusuf Husseini,
(ii) Engr. Dr Ismaila Amodu Mohammed,
(iii) Alh. Shehu Yakubu-Concern,
(iv) Alh. Kashim Akor, and
(v) Mallam Idris Yakubu.
These noble men stand out as shining examples of what true leadership and community service mean, even outside the corridors of political office. Mr. Speaker, Hon. Colleagues, permit me to highlight their exceptional efforts in this motion.
Whereas Hon. Justice Baba Yusuf Husseini, Chief Judge of the FCT High Court, through his leadership of the Ankpa Support Group, has spared no efforts in mobilizing resources in support of the Kogi State Government for the security agencies in Ankpa, including provision of operational vehicles and sustained monthly logistics support, thereby boosting morale and improving the overall security situation across Ankpa Local Government.
Whereas Engr. Dr. Ismaila Amodu Mohammed, Project Coordinator of Julius Berger Plc, through philanthropy and personal commitment, has personally funded critical infrastructure projects in Ankpa, including fencing of the old burial ground with solar lighting, fencing of the Muslim Eid ground, development of a new burial ground with access roads, and the construction of a 1.5km road with dual drainage to combat erosion at Ojogobi Road. These projects address both cultural heritage and modern infrastructure needs.
Whereas Alh. Shehu Yakubu-Concern, a successful entrepreneur, Managing Director and CEO of Springboard Securities Ltd., has given back directly to the society by constructing a vital access road in the Low-Cost area of Ankpa, thereby easing transportation and improving the daily lives of residents, in fact, the living conditions in that community.
Whereas Alh. Kashim Akor, former Director-General of the National Productivity Centre, Abuja, has illuminated Ankpa through the provision of solar-powered streetlights across major roads and communities (from Inter-Lona Ankpa to Ejegbo Community, Balewa Road, Taiwo Road, and Yakubu-Concern Street all the way to General hospital, Ankpa), installed transformers in various communities to improve electricity supply, and reconstructed the old Abogede Road. His interventions have improved security, facilitated economic activity and enhanced community life.
Whereas Mallam Idris Yakubu, former senior executive in the banking and aviation sectors (past General Manager in Fidelity Bank Plc, Executive Director in Skye Bank Plc and Group Managing Director of NAHCO Plc), has leveraged his positions to secure over 150 employments for indigenes of Ankpa and Kogi State, and through the Idris Yakubu Foundation has supported healthcare, education, youth and women empowerment, especially benefiting the Ikka community in Ankpa Local Government and beyond.
Observing, the Rt. Hon. Speaker and distinguished Honourable Members, that these distinguished sons of Ankpa are united not only by their success but their selflessness and love for their people, acting without expectation of political reward.
Their collective impact in security, infrastructure, energy, employment, health, and education embodies the very essence of community development.
Accordingly, supporting this motion is not just about commending individuals; it is about affirming our belief in service, in sacrifice, and in the shared responsibility of building our communities.
NOW THEREFORE, BE IT RESOLVED that this Honourable House:

BOI disburses N900m to 262 MSMEs in FCT
The Bank of Industry has reiterated its commitment to improving access to affordable financing, as it continues to disburse the N75bn intervention fund aimed at empowering MSMEs, creating over 75,000 direct jobs and 150,000 indirect jobs nationwide.
This was as it revealed that no fewer than 662 businesses in the Federal Capital Territory have received approval funding totalling N2.9bn, out of which about N900m has already been disbursed to 262 companies.
This was made known during a Presidential Loan Clinic for MSMEs held in Abuja, where top government officials, industry stakeholders, and beneficiaries gathered to deliberate on the progress and challenges surrounding the loan initiative.
The Clinic was organised by the Bank in collaboration with the Office of the Special Adviser to the President on Micro, Small and Medium Enterprises and Job Creation.
In a statement by the bank on Sunday, the event also provided an opportunity to reaffirm the government’s focus on driving inclusive economic growth through small business development.
Speaking at the event, the Managing Director/Chief Executive Officer of the Bank of Industry, Olasupo Olusi, provided clarity on the implementation status of the fund.
While loans have been approved for many applicants, he said some disbursements are being delayed in some cases due to incomplete documentation and other compliance gaps that could easily be resolved.
He was represented by Mr. Yinka Adegboye, Divisional Head, Multilaterals Division.
Olusi said, “We have approved several loans, and while some have been disbursed, others are pending due to reasons ranging from insufficient documentation to compliance gaps.
“This MSMEs engagement is designed to address these challenges head-on.
“We want every qualified Nigerian entrepreneur to benefit from this fund.”
Olusi emphasised that the programme is in line with the presidential directive to make credit accessible to Nigerian businesses, promote sustainability, support families, and contribute meaningfully to the nation’s Gross Domestic Product.
“We want to support you sustainably. We are not just providing funds; we are building capacity, monitoring impact, and ensuring that these loans translate to job creation and economic value.
“The funds are still available, and we urge more entrepreneurs to take advantage of them,” Olusi said.
The BOI Regional Manager-North Central, Nasiru Ozovehe, gave further insight into the impact of the loan programme so far.
According to him, in the Federal Capital Territory alone, the bank has approved funding for 662 businesses totalling N2.9bn, out of which about N900m has already been disbursed to 262 companies.
He noted that the loan scheme is targeted at MSMEs across all sectors, with a focus on registered businesses that demonstrate potential for growth and job creation.
He urged unregistered businesses to formalise their operations to benefit from the fund.
“The bank has approved funding for 662 businesses totalling N2.9bn, out of which about N900m has already been disbursed to 262 companies. The objective of the programme is to support MSMEs with affordable financing, create at least 100,000 sustainable jobs, and improve the overall welfare of Nigerian households.
“The maximum loan amount is 5m, and it is only accessible to businesses with valid registration and documentation,” Ozovehe stated.
In his remarks, the Special Adviser to the President on Micro, Small and Medium Enterprises and Job Creation, Temitola Adekunle-Johnson, said the intervention was designed not only to make funding accessible but also to ensure entrepreneurs receive the support needed to put the funds to productive use
The President’s aide said, “The Bank of Industry is here to ensure that those issues and conditions that may limit your loan application success are addressed.
“The BOI is working directly with beneficiaries to ensure proper documentation and utilisation.
“This is not just about giving out money; it’s about making sure the money works for your business, creates jobs, and grows the economy.”
Adekunle-Johnson commended BOI for its commitment to helping Nigerian businesses access funding transparently and effectively, adding that the programme is a demonstration of President Bola Tinubu’s Renewed Hope Agenda for job creation, youth empowerment, and economic stability.
A beneficiary and the Managing Director/Chief Executive Officer of The Ladies Empire, Damilola Afolabi, noted that the impact of the loan has been transformational.
Sharing her experience at the event, she described how the facility has helped expand her operations and create employment opportunities.
“This loan has truly helped our business. We were able to buy more equipment, employ more staff, and expand our operations
“It is a nine per cent interest loan, with a three-year repayment period and a three-month moratorium, which gave us the breathing space to stabilise before repayment.
” We are thankful to the federal government and BOI for this timely intervention,” Afolabi said.
Participants at the programme also received updates on the ongoing disbursement process, loan conditions, and expectations for monitoring and evaluation.

Former President Muhammadu Buhari has died at the age of 82.
Buhari’s death was confirmed in a statement by his former special adviser, Garba Shehu, in a terse statement on Sunday evening.
“The family of the former president has announced the passing on of the former president, Muhammadu Buhari, GCFR, this afternoon in a clinic in London,” he said.
Buhari was Nigeria’s President from 2015 to 2023. He also served as the military Head of State between January 1984 and August 1985.
However, the nature of the illness was not disclosed. The former president had been in London for the last couple of days undergoing treatment before his death on Sunday.
Expectedly, his demise has triggered an outpouring of condolences from Nigerians, especially political leaders. President Bola Tinubu, who took over from Buhari in 2013, was among to first to mourn the former leader.
Presidential spokesman Bayo Onanuga, in a short message, said Tinubu, Buhari’s ally, has ordered Vice President Kashim Shettima to proceed to the United Kingdom to accompany the former president’s body back to Nigeria.
“President Tinubu has spoken with Mrs Aishat Buhari, the former President’s widow, and offered his deep condolences,” the statement added.
Tinubu, a former Lagos State governor, also ordered that flags be flown at half-mast as a mark of respect for the departed leader.
Born on December 17, 1942, Buhari was raised in Katsina – his home state – and was brought up by his mother following his father’s death when he was four.
The Katsina-born politician was married to Safinatu Yusuf between 1971 and 1988. He later married Aisha Halilu in 1989. Buhari is survived by ten children.
